  • The Role:
    The Organisational Culture and Capacity Directorate leads organisational development, talent management and leadership development strategies and programs which aim to enhance the performance, engagement and psychological wellbeing of employees.

    The Manager, Organisational Development is accountable for the design, implementation and review of organisational development strategies, programs, services, policies and procedures that advance strategic priorities and enable the realisation of a world class education system. The position leads the integration of programs and processes across the employee lifecycle to continuously improve the overall employee experience, contributing to a culture that is inclusive, supportive and appropriately challenging and to optimise individual and organisational performance.

  • Ensure the effective implementation of programs and services to reduce the risk of psychological compromise for employees, including trauma management, employee assistance, support for those experiencing domestic violence and monitoring programs for high risk cohorts.
  • Enable the evaluation and ongoing development of an organisational culture
  • Oversee the design and implementation of recognition programs to celebrate achievements, promote excellence and demonstrate our values in action.
  • Drive continuous improvement in performance
  • Design and implement contemporary online learning solutions
  • Ensure resources are deployed and managed, including external contractors and service providers, to optimise value and ensure program design and service delivery is sustainable.
  • Design and implement robust evaluation methodologies to ensure programs and services are cost-effective, drive continuous improvement and are aligned to the departments strategic priorities.
  • Lead and manage the team to ensure objectives are met within required timeframes
  • Contribute to maintaining a safe and healthy work environment by taking personal accountability, identifying and reporting incidents, hazards and injuries in accordance with policy and procedure, and cooperating and complying with reasonable instructions of line management and WHS Officers.


  • Demonstrated ability to engage and influence senior leaders and work constructively with a diverse range of stakeholders to improve the wellbeing, engagement and performance of employees.
  • Extensive experience in the design, delivery and evaluation of high quality and strategically aligned employee psychology and/or organisational development programs and services in a large and complex organisation.
  • Proven ability to effectively lead a diverse team under very broad direction, establish disciplined management practices to deliver team objectives within budget and schedule and aligned to divisional and departmental strategies.
  • Strong customer service focus and demonstrated ability to design effective and sustainable service delivery models.
  • Extensive experience in monitoring, evaluating and enhancing whole of workforce programs, through continuous and /or step change improvements in a large and complex organisation.
  • Applied knowledge and demonstrated commitment to ongoing professional learning in contemporary organisational development theory and practice trends and/or employee psychology in an organisational context
  • Demonstrated knowledge and commitment to promoting and creating a safe and inclusive work environment; addressing the legislative requirements of Equal Opportunity and Work Health and Safety legislation and shared responsibility for employee engagement and wellbeing.

    Essential: Appropriate tertiary qualification in Human Resources, Psychology or Leadership; significant experience in Organisational Development or Organisational Psychology; proven ability to lead a team.
    Desirable: Registered as a Psychologist with the Australian Health Practitioner Regulation Agency; experience in the education sector; relevant post graduate qualifications
