Position summary:

Downer Defence Systems is seeking to engage a Program Manager to manage the delivery of the projects across the LAND 4125 Program within Army Headquarters.

The appointed resource will work closely with existing PMOs that are delivering the backbone of the network and its associated projects. It is therefore essential that appointed resources will be capable of working in a small team environment to leverage the existing team’s knowledge and experience.

The Program Manager must be able to contribute the following:

  • Enjoy working in a dynamic, fast-paced environment in collaboration with other like-minded team members and adjacent project teams (also delivering a variation of the system).
  • Have a strong ICT project management background.
  • Have an understanding of ADF networks and capabilities employed within the ADF.
  • Responsibilities:

    As the successful candidate you will be required to fulfill the following tasks:

  • Overall responsiblity for LAND 4125 program planning and governance.
  • Assist in program management of related LC4 program activities and requirements.
  • Act in a leadership role for discussion of LAND 4125 requirements and assist the Director of LC4 in SME advice for LC4 program related requirements.
  • Stakeholder Engagement both internal to Land 4125 program and external stakeholders (required to report directly to Capability manager Land 4125, but will also have a relationship with the Director LC4 to provide regular updates).
  • Risk Management.
  • FIC Management.
  • Schedule Management (particularly important given schedule pressure of this program).
  • Coordinate test and evaluation activities.
  • Take a lead role in identification, management and solution development of program risks across the LAND 4125 projects and the LC4 program level.
  • Supervising staff – as required, manage Defence, APS and contracted personnel embedded within or in support of projects.
  • Budget Management.
  • Issue Resolution.
  • Qualifications:

    To support the above role requirements, it is the expectation that the appointed resource has the following skills and experiences (or equivalent):

  • Demonstrate experience in ICT program management in an agile environment.
  • Experience in preparing and delivering program level project documentation expected under the new Defence Capability Life Cycle.
  • Project and Program management certification (PRINCE 2 or equivalent).
  • Demonstrated experience in delivery of and running/managing multiple project teams in large organisations with evidence of ability to deliver/close-out project and program requirements.
  • Demonstrate the ability to engage with Defence stakeholders including ADF, APS and contractors.
  • Systems Engineering or project management qualifications with a minimum of ten years’ experience.
  • Previous experience in ADF networks.

  • Must hold an Australian Government security clearance (NV1 level and above).
