The Program Development Unit (PDU) is responsible for the program management of a number of road corridor upgrade and Minor New Works (MNW) programs for the planning and delivery of road and transport infrastructure. In 2019, the Australian Government announced the creation of new road corridor upgrade programs for the delivery of significant works over the next 10 years. We seek the support of a suitably qualified consultant to assist in the program management of these works.


  • To successfully undertake planning activities that enables the delivery of future projects within the program including coordinating work undertaken by specialists in environmental, land tenure, sacred sites, restricted work areas and water investigations among others.
  • To develop Investment Strategies for the delivery of road corridor upgrades that meet Australian Government requirements.
  • To liaise with key stakeholders within government, industry and the community to achieve their input and support for the upgrade works.
  • To support delivery of Minor New Works programs through the planning and project development tasks to enable handover to a project delivery team.
  • To provide high level professional advice that supports the successful planning and delivery of transport and civil infrastructure across the Northern Territory.
  • To support the activities of the Program Development Unit.


  • Monthly reports on progress of the program to the monthly Program Steering Committee meetings.
  • Preparation of Project Proposal Reports and Indigenous Participation Plans for the Australian Government.
  • Updating monthly progress reports for the Australian Government.
  • Development of procurement documentation.
  • Investment Strategies for the road corridor upgrade programs.
  • Preparing Request for Service (RFS) documents to communicate projects requirements to delivery teams.
  • Other ad-hoc reporting as required to support the activities of the Program Development Unit


You will possess the following skills and experience:

  • Demonstrated professional experience in the planning, management and/or delivery of road and transport infrastructure.
  • High level Program and Project Management and coordination skills.
  • Knowledge of civil, hydraulic and road works design and construction processes and techniques.
  • Understanding of the planning and approval requirements and issues in the Northern Territory context.
  • Ability to form strong professional working relationships and communicate in a highly professional manner with colleagues, external stakeholders, the community and industry representatives.
  • Ability to accurately analyse and clearly communicate complex and technical issues in plain language for a variety of internal, industry and community stakeholders.
  • Ability to manage pressure and concurrent tight time frames whilst maintaining flexibility.
  • Ability to be innovative, flexible and swift to change directions to achieve outcomes, solve problems and be responsive to the needs of clients and stakeholders.
