Dumping occurs when foreign producers sell products in the United States at a cost lower than the sale price and lower than the cost of production in their home market.

Countervailable subsidies occur when producers provide financial assistance, production perks, and the production of specific goods providing benefit to foreign governments. Subsidies can be cash payments, credits against taxes and loans with terms that are not aligned with market conditions.
