Job Overview Reporting to the Director People Services, the Manager, Talent Acquisition manages a wide range of complex and challenging human resources (HR) issues and leads specialized work to ensure best in class talent acquisition strategies are being used throughout all stages of the talent acquisition process. The position ensures policies and practices are consistent with legal, regulatory and collective agreement requirements, best practices and the BC Assessment Strategic Plan. The position oversees the Talent Acquisition team and provides expert advice to hiring managers and employees.
The successful candidate will be competent in recruitment best practices and have excellent interpersonal skills, including the ability to develop and foster robust working partnerships. You have the ability to lead and collaborate in a team-based setting. You have strong communication skills including listening, writing, facilitating and presenting, as well as the ability to coordinate multiple, concurrent initiatives.
To be successful you will have a passion for designing comprehensive and creative recruiting strategies that will create a pipeline of diverse top talent to drive business success while providing direction on emerging trends. You will foster talent by leading the BCA talent acquisition team and incorporate effective talent acquisition operations and communications frameworks, optimizing systems & tools, enhancing BCA's Talent brand and ensuring overall recruiting measures of success are achieved.

Key Accountabilities Plans and/or develops HR initiatives, strategies and tools to address corporate staffing needs.
Evaluates staffing policy and practices to identify opportunities to improve services and to achieve corporate goals.
Presents findings and recommendations to executives, directors and managers to gain support and approval for staffing strategies and plans.
Manages corporate talent management initiatives to ensure strong interest from qualified applicants through innovative and effective recruitment programs.
Reviews position vacancies and plans competitions to meet corporate staffing needs in a timely and effective way.
Provides expert advice to managers and employees regarding competition panels, employment law and assessment selection techniques.
Manages the resolution of staffing grievances and develops solutions using a variety of approaches.
Confers with BCA executives, managers, and HR staff to determine appropriate staffing decisions and courses of action.
Implements hiring procedures, oversees or conducts interviews, approves candidate selection decisions or recommendations made by the recruitment team.
Identifies and resolves unique, controversial, and/or complex staffing issues.
Provides training to managers and staff regarding corporate staffing policies, practices and procedures.
Maintains currency with employment-related legislation and regulations, case law and HR best practice trends.
Drafts and maintains recruitment and selection policies, procedures and guidelines for approval and provides expert policy advice.
Evaluates existing policies, programs and practices, and researches opportunities for improvements to address needs and issues.
Researches and analyzes complex issues such as policies, collective agreement interpretations, and grievances relating to recruitment and selection; provides expert advice and recommends corporate solutions.
Writes reports or briefing notes on issues or projects; ensures reports are distributed to appropriate stakeholders and staff; conducts presentations to executives, managers and others.

Compensation Range:$97,634 - $ 119,295 (T he starting salary is determined based on the successful candidate's knowledge, experience and internal equity)

Qualifications Note: An equivalent combination of education and experience may be considered. Education A university degree in Human Resources, Industrial Relations, or Business Administration.
Experience 3-5 years of progressive HR experience in a unionized environment in recruitment and selection.
Demonstrated project management and leadership experience.
Demonstrated success delivering services and initiatives in a client-focused environment.
Experience supervising staff including coaching, training and mentoring.
