Section:                       Bureau of Investigative Services – Intelligence Unit/  Criminal Law Division Class:                           Section Director (Special Agent IV) Location:                     Location to be determined, candidate will have statewide responsibilities Telework:                    This position will report to the headquartered location a minimum of 2 days per week.  You may have the opportunity to telework the remainder of the week, if desired and based on business need.                       Position Type:            Full-time, Non-civil service, Non-union Work Hours:               8:30 – 5:00 Salary Range:             Starting salary of $84,264 Basic Function The candidate selected for this position will serve as the statewide Section Director for the Intelligence Unit.  Work entails directing all aspects of comprehensive and highly confidential investigations conducted in accordance with The Commonwealth Attorneys Act, the Public Welfare Code, and other applicable Commonwealth laws, statutes, and regulations and performing a wide variety of administrative duties.  The employee ensures compliance within the Unit with established policy and determines program effectiveness.  Knowledge of the Criminal History Record Information Act (CHRIA), Adam Walsh Act, and ChildLine are essential for this position.  This position reports to the Deputy Chief of the Bureau of Investigative Services. Assignments may require that the employee work irregular hours and/or an irregular work week and may include extended stays away from the office location to which the employee is assigned. Assigns cases to and reviews work of subordinate agents and analysts Selects and prepares ChildLine and police departments for audits for both CHRIA and Megan's Law/Adam Walsh Act Prepares data for the audits and distributes the data to agents in the Unit After completion of the audits, reports are prepared for all audits conducted Serves as the Sponsor, Requestor, and JNET Terminal Agency Coordinator (JTAC) for the PA Justice Network (JNET) and the Commonwealth Law Enforcement Assistance Network (CLEAN) and opens accounts for all employees of the Office of Attorney General (OAG) Conducts audits for JNET, PennDOT, Financial Crimes Enforcement Network (FINCEN), Clearview, and CLEAN Evaluates the work performance of subordinate agents Recommends either favorable or adverse personnel actions Maintains staff efficiency by authorizing employee leave Conducts, and/or assists in conducting, either court approved electronic interceptions or consensual electronic surveillance, or supervises such activity Supervises the examination of, or examines, financial records, accounting ledgers, and legal documents to detect and/or confirm illegal activity Oversees detailed analysis and production of complex written reports and high-level intelligence briefings and utilizes subordinate functional area subject matter expertise to address standing and emerging issues of interest to the OAG leaders and decision-makers Supervises the planning and implementation of a process to develop, document, assess, and validate intelligence gaps and requirements and solutions for those requirements Provides OAG agents with intelligence products derived from intelligence and other investigative means that inform and enhance the ability to make strategic, operational, or tactical decisions in support of OAG operations directed at criminal organizations operating in Pennsylvania Appears in court before a district judge or a statewide investigating grand jury to present testimony and evidence as a prosecution witness and may serve as the prosecution officer at the district judge level Conducts CHRIA investigations internally, for the public, and for other law enforcement agencies and gives recommendations to the associated attorneys for review Conducts investigations and audits for outside agencies requesting to become Criminal Justice Agencies and provides the Attorney General with a recommendation to approve or deny such requests Maintains a strong relationship with the PA National Guard to acquire staffing assets for the office Seeks out, contacts, and develops informants to procure information relating to violations of Commonwealth laws and statutes Is required to qualify with an approved firearm at predetermined intervals Provides information for the preparation of press releases May be required to use a firearm in self-defense, the defense of fellow agents or the public, or to prevent the commission of felonious crimes Other duties as required In addition to the below qualifications, Special Agents must have Act 120 certification, an Act 120 equivalent training certification, or have successfully completed the Commonwealth Investigators Training Program.  Two years of experience as a Special Agent III OR Graduation from an accredited college or university with a master's degree in Criminology, Criminal Justice, Police Science, Police Administration, or a related major specific to the criminal investigative field, or a technical or specialized major related to a specific position, and five years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position OR Graduation from an accredited college or university with a bachelor's degree in Criminology, Criminal Justice, Police Science, Police Administration, or a related major specific to the criminal investigative field, or a technical or specialized major related to a specific position, and six years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position OR Graduation from an accredited college or university with an associate's degree in Criminology, Criminal Justice, Police Science, Police Administration, or a related major specific to the criminal investigative field, or a technical or specialized major related to a specific position, and eight years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position OR Ten years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position OR Four years of active duty military experience with honorable discharge and six years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position OR Ten years of active duty military experience with honorable discharge including six years as a Military Police Officer with the Criminal Investigations Division or a relevant Military Occupational Specialty (MOS) OR Any equivalent combination of relevant education, experience, and training  Familiarization and experience with CHRIA, ChildLine, and Megan's Law/Adam Walsh Act Experience with intelligence based investigations Familiarization and experience with producing intelligence products based on investigative information, emerging criminal threats, or officer/agent safety Experience
